Mr. Pear has 28 years of regulatory experience, including 17 years in consultancy for Exponent, with plant protection products and biocides, working for both government and industry. He has a comprehensive working knowledge of EU Regulatory evaluation procedures and risk assessment methods, including relevant guidelines and EC Directives as they pertain to existing and new active substances.
Prior to joining Exponent, Mr. Pear held the position of Registration Manager for Europe, Middle East and Africa (EMEA) for FMC Corporation. In this role, he took overall responsibility for the regulatory management of three core active substances. This included the preparation and support of the dossiers to support reviews at national and EU level, commissioning and monitoring of new studies, and dealing with all regulatory issues. Mr. Pear held additional responsibility for regulatory issues at national level for a number of European countries at different points, including the UK, Ireland, Sweden, Norway, Denmark, Finland, Germany, Hungary, Poland, Spain, and France. Many country-specific tasks were covered including registration of new products, extensions to product labels, product defense, and any other regulatory support required to support commercial goals. In addition to Mr. Pear's general regulatory management, he was also the ecotoxicology adviser for the EMEA team, problem solving, organizing and monitoring ecotox studies, and conducting or arranging environmental risk assessment. He was also responsible for giving strategic advice to the company on existing and new active substances and managed a significant part of the regulatory budget.
Before joining FMC, Mr. Pear spent 6 years working at the Pesticide Safety Directorate (PSD), the UK regulatory authority on pesticides. He fulfilled the role of project manager, coordinating the evaluation of applications for registration of pesticide products. Aside from this, he also provided expert advice to colleagues in policy and legal branches, other government departments and to external organisations, regarding the operation of regulatory controls and the registration procedures for pesticides and adjuvants, at both national and European level. Finally, this role involved regular liaison with the agrochemical companies for the provision of feedback on their applications and advice on procedural issues.
