Dr. Ozumba received his Ph.D. and M.S. in Civil engineering from Texas A&M University, where he specialized in Construction Engineering and Management. During his graduate studies, he coordinated seminars for Texas Department of Transportation employees and consultants on managing Construction Inspection Contracts and quantifying and processing Design Errors & Omissions. He also conducted constructability and cost-impact analysis on Flood management capital projects for local government disaster management agencies in southeast Texas. Dr. Ozumba is currently providing program management support to disaster mitigation and maintenance for a large utility's electricity distribution programs.
During an internship at the United Nations, Dr. Ozumba conducted contract compliance forensic analysis for donor-funded projects in the Caribbean and evaluated national contract administration policies and building code requirements to ensure compliance with international frameworks. He completed his bachelor's degree in civil engineering at the University of Nigeria Nsukka. His role as a Project Engineer at a Nigerian construction firm involved supervising field operations for large-scale projects, optimizing cost-effectiveness, and fostering positive vendor relationships.
