Mr. Millions works to support clients in registering new chemical substances in the US and Canada as well as continued compliance reporting for existing chemicals. He has experience in Toxic Substances Control Act (TSCA) compliance, including Premanufacturing Notices (PMNs), Low Volume Exemptions (LVEs), Canadian New Substance Notifications (NSNs) for all schedules, Polymer Exemption Notifications, as well as Chemical Data Reporting (CDR).
Prior to his work at Exponent, Mr. Millions worked as a regulatory specialist with two major global chemical companies. In these positions, he gained expertise in Canadian Environmental Control Act (CEPA) compliance, including New Substances Notifications, chemical data reporting, regulatory interpretation, internal auditing, and training. In addition to Canadian regulatory experience, Mr. Millions was the technical lead for the 2012 and 2016 CDR cycles, supporting TSCA 8(e) reporting, regulatory interpretation, internal audits, polymer exemptions and new chemical registrations via LVEs PMNs. Additionally, Mr. Millions has Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) experience preparing product registration dossiers, responding to Data Call-Ins, label reviews, and notification submissions.
Mr. Millions has expertise in silicon-based polymers and has actively participated in the American Chemistry Council (ACC) CDR Task Group and chaired the ACC Polymer Approach Working Group.
His educational background includes an MS in Biology from Central Michigan University and a B.Sc. in Zoology from the University of Alberta.
