The focus of Dr. Montgomery's 25 years of successful international experience has been helping private-sector companies and financial institutions manage environmental, social, health and safety, and labor aspects of their businesses to ensure sustainable development and successful operations. Dr. Montgomery specializes in large-scale complex and controversial international projects in a broad range of sectors, including oil and gas, infrastructure (e.g., energy, transportation, water and sanitation, telecommunications), construction, and financial institutions, having performed more than 300 projects across 35 countries in North and South America, Europe, Africa, and the Middle East. Prior to joining Exponent, Dr. Montgomery for 10 years managed the Environmental and Social Unit at the Inter-American Development Bank Private Sector Department, where he led the evaluation, definition, implementation, and supervision of risk mitigation and sustainability recommendations on more than 80 major international projects (ranging from 50 to 2,000 million U.S. dollars) to establish adequate environmental and health and safety management systems, manage existing liabilities, reduce financial and reputation risk, enhance local community development, and improve stakeholder relations. Dr. Montgomery also provided technical leadership on effective resolution of complex engineering problems and advised companies on corporate social responsibility. Dr. Montgomery offers a unique set of technical (environmental, social, and engineering), legal, financial, and management skills. Specific technical expertise includes environmental, social, and labor risk management (e.g., compliance, liabilities, “social license,” financial, reputation); environmental, social, and labor/human rights due diligence (e.g., for project and corporate finance, mergers/acquisitions); and performance (e.g., compliance, liabilities) audits/assessments to identify potential financial and reputation risks; establishing environmentally and socially sustainable projects and companies for potential investors and key stakeholders; enhancement of positive social and environmental benefits in project design and operation, and in corporate social responsibility (community investment); regulatory affairs in various countries, with a focus on practical implications to private-sector companies; development of innovative, environmentally sustainable products and services; and management of multi-disciplinary engineering evaluations and problem resolution. Environmental and Social Impact/Risk Management—Led the evaluation, definition, implementation, and supervision of risk mitigation and sustainability recommendations on more than 80 major (ranging from 50 million to 2 billion U.S. dollars) international projects in a wide range of industrial sectors (e.g., energy, transportation, oil and gas, water and wastewater, construction) regarding environmental, social, health and safety, and labor (including human rights) aspects. Resulted in establishing adequate impact and risk management systems, reduced liabilities and financial and reputation risk, enhanced local community development, and improved stakeholder relations and access to international financing. Representative projects include: · Functioned to reduce social conflicts, environmental impacts, and engineering risks in the Camisea Gas Project, the largest private-sector investment in Peru, allowing access to international financing and significantly enhancing local community benefits and creating environmental protected areas. Directed efforts to establish environmental and social viability of the Peru LNG Project. Re-established the credibility and viability of the Transredes project, an oil and gas transportation concession in Bolivia that had undergone spills and reputation issues. Established an EHSMS, spill remediation, and community relations program allowing the project to receive financing. Similarly, established financial viability of other oil and gas projects, such as Transportadora de Gas del Sur and Transportadora (Argentina) and Yucatan gas pipeline (Mexico). · Reduced financial and reputation risk in various major hydroelectric projects, such as in Brazil (Ita, Dona Franciso, Cana Brava, Campos Novos) and Ecuador (Baba). Results included improved resettlement program and community relationships, reduced financial risk, improved local social services, and increased local economic benefits such as jobs and a development fund. · Established viability for financing of various thermal power projects in Mexico (Hermosillo, Bajio, Vitro Cogen, Monterrey III, and Termoelectrica del Golfo), Brazil (Energia Norte, Termobahia Co-gen, Termopernambuco, Panama (La Chorrera), Costa Rica (Miravalles III), Argentina (AES Parana), and Dominican Republic (San Pedro de Macoris). Included establishing applicable emission limits and resolution of existing environmental liabilities and local community concerns. · Resolved social issues and established EHSMS to address environmental impacts and liabilities, and health and safety and social concerns for numerous road concessions (e.g., Brazil: Yellow Line in Rio de Janiero and Anhanguera-Bandierantes, Anchieta-Imigrantes, Castello Rapos; Chile: Santiago-Valpariso and Costanera), electric distribution companies (Bandeirante and Light Energy in Brazil; EDE Sur y Norte in Dominican Republic), and water concessions (e.g., Aguas Argentinas and Aguas Provinciales in Argentina, Aguas Illimani in Bolivia, Antofagasta Desalination in Chile). In terms of financial institutions, established a comprehensive and efficient system for evaluating risk and establishing viability for financing in terms of environmental, social, health and safety, and labor aspects. Risk management was transformed into value added to projects and clients. Established operational policies and procedures and provided training to financial and non-financial staff. Developed guidance manuals for borrowers and private-sector companies, including environmental and social risk management, resettlement, managing labor aspects, community investment programs (corporate social responsibility), stakeholder engagement, and reputation risk management. Established effective environment, social, and health and safety risk management systems for various financial institutions, such as the $1 billion Brazil Infrastructure Investment fund, Crecera fund, and Darby fund. Engineering—Provided leadership on effective resolution of complex engineering problems, such as pipeline integrity/risk associated with leaks in the Camisea (Peru) natural gas liquids pipeline. Other project examples include assessment of wastewater treatment lagoons in Bolivia, groundwater dewatering issues associated with power plant foundations in Argentina, wastewater characterization study and conceptual design of a treatment facility at a chemical manufacturing plant in Mexico, design for ash landfill in Spain and hazardous waste landfill in Argentina, assessment of existing solid waste landfill in Spain and engineering design recommendations, and design and implementation of vapor extraction system for petroleum contamination in Portugal. Audits/Assessments—Performed more than 100 audits/assessments for various international industrial facilities related to mergers/acquisitions, compliance, performance, and liabilities; covering environmental, social, worker health and safety, and labor issues. Included assessment of financial implications and establishment of corrective action plans to resolve issues. Representation projects include serving as senior advisor to international automobile parts manufacturer at various sites, identifying and mitigating environmental risks at existing facilities, potential new facilities, and at the corporate level; world-wide audit global mining company, which through growth and acquisitions had developed broad international operations, to assess and reduce risk and improve their global and facility EHS management systems; environmental audit of 24 state petroleum companies as part of the Government of Poland privatization, which provided definition of environmental, health, and safety liabilities and proposed corrective actions as key input to potential purchasers/investors. Developed various international audtit/assessment protocols. Designed computerized environmental management system for environmental issue/problem tracking and financial risk/liability analysis. Performed or reviewed numerous environmental social impact assessments in the oil and gas, mining, chemical, energy (generation, distribution, and transmision), water supply and wastewater, waste management, and transportation (road, rail, port) sectors. Developed practical summaries of regulatory requirements for various countries. Contamination—Performed numerous investigation and remedial design and contamination cleanups at various industrial and govermental sites, including: managed remedial investigation activites at U.S. CERCLA superfund site in Texas; petroluem products and heavy metals at U.S. Army Neu Ulm MILCOM, Germany; review and assessment of groundwater contamination at U.S. Army Babbenhausen base, Germany; contamination investigation, risk assessment, and remedial design for solvent contamination at automotive parts manufacturing plant in Spain and Mexico; contamination investigation and remedial design and implementation of vapor extraction system for fuel spill at service stations in Portugual; evaluation of cleanup actions for pipeline spills in Peru and Bolivia; and contamination investigation of sediments in Astabula River, Ohio. Waste Management—Development of hazardous waste management plans, spill prevention and countercontrol-measure plans for various industrial and military facilities. Conducted public health risk assessments at municipal waste landfills, underground storage tank facilities, and hazardous waste facilities. Completed siting study for hazardous waste landfill in Spain. Preparation of U.S. RCRA permit application for land farming. Senior technical advisor to the Government of Costa Rica on issues of waste management for the region around the capital city of San Jose. Recommendations resulted in efficiencies in waste recycling, collection, and disposal, and new laws and regulations for the country regarding landfill locations and design, and hazardous waste management. Water Quality—Performed various water quality and resource investigations, including development of acceptable effluent limits for surface-water discharge of PCBs from industrial facility, development surface-water permit applications (NPDES) for various oil storage facilities in the U.S., analysis of produced-water disposal options, water quality assessment of a reservoir, development of computer-based system to estimate the impact of non-point sources on lake water quality, design and implementation of numerous stream and lake water quality programs, and statistical data analysis on numerous U.S. Army Corp of Engineer reservoirs. Statistics and Data Analysis—Developed approach to estimate uncertainty in groundwater quality data, designed statistical sampling programs for contamination and remedial investigations for five CERCLA hazardous waste projects, developed statistical techniques for river low-flow calculations, and designed and managed computerized systems for environmental data management.
